Applications, service principals, and managed identities need authentication, authorization, credential lifecycle, consent, monitoring, governance, and recovery. These workload identities can have large blast radius because they often run unattended and can hold broad permissions.

SC-300 is current on October 6, 2026, with an English skills update scheduled for October 28. This article focuses tightly on workload identities and application access so it remains distinct from broader authentication/access and Entra-operations pieces.

Separate app registration from enterprise application

An app registration defines an application identity in a tenant; the corresponding service principal or enterprise application represents an instance used for access and administration. Model a multi-tenant application and identify which objects exist in the home tenant and in a consuming tenant.

Keep app registration and local service-principal state separate in diagrams so publisher-side changes are not confused with tenant-side consent, assignment, or ownership.

Multi-tenant applications add another ownership boundary. The publisher controls the application definition, while a consuming tenant controls local consent, assignment, and service-principal state. Troubleshooting should identify which side owns the failing object before administrators change permissions in the wrong tenant.

Choose the right workload identity type

Managed identities can remove reusable credentials for supported Azure-hosted workloads, while service principals with certificates or secrets may be needed for other hosting or integration patterns. Compare system-assigned, user-assigned, and explicitly credentialed application identities for deployment lifecycle, portability, rotation, failure, and ownership.

Identity-type selection should be justified by hosting, portability, deployment lifecycle, credential exposure, and recovery rather than by a blanket preference for managed identity.

For review, rank workload identities by privilege, business criticality, credential exposure, and ownership quality. High-privilege identities with weak ownership or long-lived credentials deserve attention first. That prioritization turns a large application inventory into a manageable security program and reinforces the idea that workload identity is an ongoing governance responsibility.

Managed identity choices should reflect deployment architecture. A system-assigned identity follows the lifecycle of one resource, while a user-assigned identity can be shared or moved across resources. That flexibility changes ownership and blast radius. Practice deciding which identity model best fits a workload that is rebuilt frequently, scaled across several resources, or migrated between environments. The correct answer should account for deployment automation and permission cleanup as well as credential security.

Treat credentials as a lifecycle risk

Secrets and certificates require secure creation, storage, rotation, expiration monitoring, revocation, and recovery. Long-lived credentials increase exposure when ownership is unclear. For a service principal, document who creates the credential, where it is stored, when it expires, how rotation is tested, and what happens during emergency revoke.

Credential records should include creator, storage, expiration, rotation owner, test procedure, revocation path, and service impact. Unowned credentials are operational debt.

Separate API permission models

Delegated permissions act in the context of a signed-in user; application permissions allow the workload to act as itself. Consent and resource authorization must match that model. For one API, compare a user-driven application with a background service and decide which permission type and scope are justified.

For API permissions, state whether the workload acts as a user or as itself, which resource grants access, and why the requested scope is the minimum needed.

API permissions deserve special attention because application permissions can grant unattended access with no user context. For each grant, document the target API, permission name, data or operation exposed, reason the scope is necessary, consent authority, and expected usage pattern. Then decide what unusual use would look like in sign-in or audit data. This connects consent with monitoring and gives reviewers a basis for deciding whether a permission remains justified later.

Control consent and assignment

User consent, admin consent, assignment requirements, app roles, groups, and enterprise-application settings determine who can use an application and what it can request. Model an application that needs broad organizational permission and define review, approval, owner, and change-control paths for that consent.

Consent should have an approval record that states business purpose, permissions, data reach, owner, review date, and the change that would require re-approval.

Privileged application permissions should be reviewed with an attack-path mindset. Ask what a compromised workload could read, change, impersonate, or automate with its current grants. Then identify whether permission scope can be narrowed, whether the workload can use a managed identity, whether consent can be limited to specific resources, and which alerts would reveal abnormal use. This turns least privilege into a concrete risk-reduction exercise rather than a generic recommendation. It also helps reviewers prioritize the workload identities whose compromise would have the largest organizational impact.

Consent deserves the same discipline as privileged human access. A broad application permission may be justified, but the approval should name the API, operations, data reach, reason delegated access is insufficient, owner, and review trigger. Revisit consent when application behavior or business purpose changes.

Use Conditional Access where it applies

SC-300 Conditional Access design can affect user and some workload access scenarios, but workload identities have different control options and limitations than interactive users. Identify which access conditions depend on a human sign-in and which controls can govern a service identity or application path.

Conditional Access review for workload scenarios should begin by asking whether an interactive user exists. User-centric controls should not be assumed to govern every service identity path.

Monitor workload identity behavior

Audit logs, service-principal sign-ins, managed-identity activity, permission changes, credential changes, and application activity can reveal misuse or broken integrations. Define expected application behavior and the signals that should trigger investigation: new credential, unusual resource access, permission expansion, or unexpected tenant use.

Monitoring should establish expected workload behavior before alerts are designed. New credentials, expanded permissions, unusual resource access, or unfamiliar tenant activity are stronger against a baseline.

Workload-identity incidents can be operationally dangerous because disabling an identity may stop a critical integration. Build a response plan that distinguishes credential compromise, permission abuse, accidental expiration, and application misconfiguration. Identify whether you can rotate a credential, narrow a role, isolate a resource, or temporarily switch to a replacement identity without granting broad permanent access. The recovery path should preserve both security and business continuity.

Govern ownership and review

Every application identity should have identifiable owners, business purpose, permission scope, credential model, review cadence, and retirement trigger. Review one old service principal and decide whether it is still used, who owns it, whether its permissions remain justified, and whether credentials can be reduced.

Ownership review must answer whether the workload is still needed and who can approve permission reduction or retirement. If nobody can, governance has already failed.

Decommissioning is the final security control. Before deleting an old service principal or managed identity, verify recent sign-ins, dependent resources, automation schedules, permission assignments, credential references, and business ownership. Disable or narrow access in a staged way, monitor for impact, and keep a rollback path until the dependency picture is clear. Abandoned identities often survive because removal feels risky; a disciplined retirement process makes removal safer than indefinite retention.

End workload-identity practice with a controlled retirement exercise. Identify an application identity, prove whether it is still used, narrow or disable access, watch for downstream failure, and define the evidence required before deletion. Safe removal is as important as secure creation because abandoned identities remain attack surface.

Decommissioning should be practiced as carefully as creation. Confirm recent sign-ins, dependent resources, schedules, credentials, and business ownership before removing an application identity. Staged disablement and monitoring can reveal undocumented dependencies without leaving an abandoned identity permanently active.

Application identities should be designed with the same lifecycle discipline as privileged users. Creation is only the first step. The identity needs a business owner, technical owner, environment, credential model, permission scope, monitoring expectation, review date, and retirement trigger. If an application team cannot explain why a service principal still exists or which workload uses it, the identity should be treated as a governance problem even if no suspicious activity has been detected.

Workload identity design should always answer who owns the application after deployment. Add business purpose, environment, criticality, credential model, permissions, review date, and decommission condition to every application-identity inventory entry. A secure service principal with no owner still becomes risky as credentials and permissions age.

Make sure that ownership includes both the technical operator and the business sponsor so permission reviews and retirement decisions have accountable approvers.

Practice with least privilege and failure recovery

A workload-identity lab should deliberately narrow a managed identity or service principal until access fails, then restore only the permission actually required. Common SC-300 preparation mistakes can be used afterward to check whether the exercise fell back on broad permissions, user-centric assumptions, or unowned credentials.

Least-privilege testing is complete only when service is restored with the narrow permission required and the failure evidence proves why that permission is sufficient. Document the owner.

Recovery should restore the narrow permission that the workload actually needs, not a broad role granted under outage pressure. Document which permission failed, which evidence confirmed the cause, and how the service was restored without expanding permanent access.

Microsoft SC-300 includes identities that are not people.
