Treating them as interchangeable leads to weak designs. Azure Firewall provides centralized stateful network filtering across Layer 3 through Layer 7 capabilities, while Azure WAF is focused on HTTP and HTTPS application-layer attacks such as injection, cross-site scripting, malicious bots, and other web-specific patterns.

For Azure administrators and architects preparing around AZ-104 and AZ-305, the important skill is deciding where each control belongs in the traffic path. A secure architecture often uses several controls together because no single service sees every risk.

Azure Firewall is a centralized network security service

Azure Firewall is a managed, stateful firewall service designed to inspect north-south and east-west traffic. It can filter traffic based on IP addresses, ports, protocols, fully qualified domain names, URLs in supported tiers, web categories, and threat intelligence. Premium capabilities add TLS inspection and intrusion detection and prevention.

Its natural role is centralized network policy. Workload spokes can route egress or inter-spoke traffic through the firewall, hybrid networks can inspect traffic moving between Azure and on-premises environments, and DNAT can publish selected services through controlled inbound rules.

The important architectural point is that Azure Firewall is not a web application firewall. It understands network and application-rule concepts, but inbound HTTP/S protection against common web exploits belongs to WAF.

Web Application Firewall protects the HTTP request layer

Azure WAF analyzes web requests for patterns associated with common exploits and vulnerabilities. It can run with Azure Application Gateway for regional applications or Azure Front Door for global edge protection. The placement changes where inspection occurs, but the objective remains application-layer defense.

A SQL injection attempt may arrive over an otherwise valid TCP connection on port 443. A traditional network rule sees permitted HTTPS traffic. WAF examines the request itself and can identify malicious payload patterns that a Layer-3 or Layer-4 control would not understand.

This is why a production web application often needs both network security and WAF. One control decides which traffic paths and destinations are permitted. The other evaluates whether an allowed web request looks malicious.

Application Gateway and Front Door solve different delivery problems

Application Gateway is a regional Layer-7 load balancer deployed in a virtual network. It supports capabilities such as URL-based routing, TLS termination, autoscaling, zone redundancy, and WAF. It is a strong fit when application-layer routing and regional private backend connectivity are central requirements.

Azure Front Door is global and operates at Microsoft’s edge. It can route users to healthy origins across regions, accelerate delivery, apply WAF globally, and support private connectivity to selected Azure origins. It is often a better fit for internet-facing applications that need global routing and fast cross-region failover.

These services can be combined. Front Door can provide global entry and edge WAF, while Application Gateway handles regional routing and another WAF layer near the workload. Whether both are justified depends on threat model, performance, cost, and operational complexity.

Azure Firewall rule processing should be understood before policy grows large

Azure Firewall supports DNAT, network, and application rules. Rule processing follows defined precedence, with DNAT evaluated before network rules and network rules before application rules. Within policy structures, priorities determine which groups and collections are evaluated first, and processing stops when a terminating rule matches.

This means rule design needs deliberate structure. A broad network rule can allow traffic before a more specific application rule gets a chance to evaluate it. Parent firewall policies can also influence the effective order because inherited collections have precedence within their rule type.

The general firewall policy design principles apply: name rules clearly, group them by ownership or function, leave priority space for future changes, avoid unnecessarily broad sources and destinations, and review unused rules rather than allowing the policy to become a permanent history of old exceptions.

Inbound web publishing needs clarity about where TLS is terminated

TLS termination affects both security inspection and application behavior. Application Gateway can terminate TLS at the gateway, inspect and route the HTTP request, then optionally create a new TLS connection to the backend for end-to-end encryption.

If Azure Firewall Premium performs TLS inspection, it can decrypt outbound or supported traffic for inspection and then re-encrypt it. This requires certificate infrastructure and introduces privacy, compliance, and application-compatibility considerations.

The architecture should document every TLS boundary. Which component presents the public certificate? Where is traffic decrypted? Which headers are added or rewritten? Is the backend connection encrypted? Which certificate authority must clients or appliances trust? Ambiguity around these questions often creates outages during certificate rotation or security changes.

WAF policy should be tuned to the application rather than left at defaults forever

Managed WAF rule sets provide a strong starting point, but applications have different behaviors. A request that looks suspicious in one context may be legitimate in another. Teams should begin with appropriate detection or prevention settings, review logs, identify false positives, and create narrow exclusions only when they are justified.

Overly broad exclusions can silently remove protection. Excluding an entire rule group, request body, or path because one application feature triggered a false positive can create a much larger gap than necessary. Tune the smallest element that solves the real issue and document why it exists.

WAF policy also needs lifecycle management. Application changes can introduce new routes, frameworks, APIs, or payload patterns. Security tuning from last year may not reflect the application that is running today.

Outbound control is where Azure Firewall often adds the most operational value

Workloads frequently need controlled access to the internet or external services. Azure Firewall application rules can allow outbound access based on FQDN or other application-level criteria, while network rules handle IP, port, and protocol conditions. Threat-intelligence filtering can block known malicious destinations.

This centralization provides visibility and stable policy, but it can also become a shared dependency. High-volume workloads need enough SNAT capacity, appropriate SKU sizing, and an architecture that avoids making one firewall instance a hidden throughput bottleneck.

DNS also matters for FQDN-based rules. If workloads resolve names differently from the firewall, or private and public DNS views conflict, policy behavior can become confusing. Centralized egress therefore has a networking and DNS design component, not just a rule-management component.

Layering Azure Firewall and WAF can improve security but also increase complexity

A common design places Application Gateway with WAF in front of Azure Firewall Premium, or Azure Firewall in front of Application Gateway, depending on inspection and routing requirements. Microsoft publishes architecture guidance for both patterns because there is no single correct order for every application.

The order affects source IP visibility, TLS handling, routing, and which component sees the request first. A design that looks stronger because it has two security services can actually make troubleshooting harder if teams do not understand the traffic flow.

Draw the end-to-end packet and request path. Include client, global front end if present, WAF, firewall, load balancer or gateway, backend, return path, DNS, and private endpoints. Then verify which security decision happens at each hop.

Logging should support both security detection and network troubleshooting

Firewall and WAF logs answer different questions. Firewall logs can show which rule matched, which source and destination were involved, whether traffic was denied, and how threat-intelligence or IDPS controls behaved. WAF logs can show which web rule detected a request, which request elements triggered it, and whether the action was detection or blocking.

Send the important telemetry to a central monitoring platform and retain it long enough to support investigations. The broader security logging and telemetry principles matter because a security control that blocks traffic without producing useful evidence creates operational friction and slows incident response.

Correlate logs across layers. A 403 from the application, a WAF block, a firewall deny, and an identity authorization failure can all look like “the site is down” to a user. Cross-layer evidence prevents teams from weakening the wrong control.

High availability depends on the surrounding architecture as much as the managed services. Azure Firewall and current Application Gateway v2 capabilities are managed for high availability, and zone-redundant options can reduce exposure to datacenter failures. That does not make the entire application highly available automatically.

Routing, DNS, public IP strategy, backends, certificate stores, policy deployment, and global failover still need resilient design. A WAF can be healthy while every backend is in one failed zone. A firewall can be available while a route table points to the wrong next hop. A global Front Door endpoint can be healthy while both configured origins share one regional dependency.

Availability is an end-to-end property. Security services should be included in resilience testing rather than assumed to work because they are managed Azure products.

Use each control for the layer it understands best. The cleanest architecture assigns responsibilities explicitly. Network security groups handle local subnet or interface boundaries. Azure Firewall provides centralized stateful network and egress control. WAF protects web request semantics. Application Gateway or Front Door performs application delivery. Identity controls who can perform actions after the connection succeeds.

Overlap can be useful when it creates defense in depth, but duplication without a clear purpose increases cost and troubleshooting complexity. Every security layer should have a defined threat, owner, log source, and recovery procedure.

When Azure Firewall and WAF are treated as complementary controls instead of competing products, the architecture becomes easier to reason about: protect the network path, protect the web request, preserve identity authorization, and make every decision observable.

Security-policy changes need deployment discipline because mistakes can become outages. Firewall and WAF configuration should be versioned, reviewed, and tested like application code. A small rule-order change can block a production dependency. A broad WAF exclusion can create a security gap. A route update can send traffic through a firewall that lacks the required policy or capacity.

Use infrastructure-as-code or another controlled configuration process where practical. Validate policies in lower-risk environments, compare intended and effective rules, and use staged rollout for changes with large blast radius. Maintain a rollback path that does not depend on the same broken route or identity path you are trying to repair.

Operational ownership should also be explicit. Network teams may own Azure Firewall, application teams may understand the HTTP behavior that affects WAF tuning, and security teams may own threat controls. Changes should bring those perspectives together instead of forcing one team to guess what another layer requires.

Finally, review rule hygiene periodically. Unused NAT rules, stale partner IP ranges, temporary WAF exclusions, and emergency allow rules should have expiry or review dates. Security policy is a living production dependency; without maintenance, it gradually becomes both more permissive and harder to troubleshoot.

Azure Firewall and Web Application Firewall are often mentioned together because both are security controls, but they protect different layers of traffic.
