Microsoft manages much of the engine maintenance and infrastructure. The application team still owns the data model, query behavior, permissions, connectivity, recovery targets, and the performance and cost consequences of its decisions.

The most important starting point is the workload. An online transaction system with tight latency and consistent activity needs different resources from a small internal application used a few hours a day. An enterprise migration that depends on SQL Server instance-level features may need Azure SQL Managed Instance rather than Azure SQL Database. Choose the deployment model before treating service tiers and storage prices as the whole architectural problem.

Distinguish SQL Database, Managed Instance and SQL Server on Azure VMs

Azure SQL Database offers managed individual databases and elastic pools. It suits applications that can use the database-level features and connectivity model of the platform service. The logical server is a management boundary for related databases, not a dedicated SQL Server virtual machine that an administrator can log on to and patch.

Azure SQL Managed Instance provides broader compatibility with SQL Server instance-level behavior and is often a candidate for migrations with dependencies that do not fit a single Azure SQL Database. SQL Server installed on Azure Virtual Machines offers still more operating-system and instance control, but also returns more patching, backup, configuration and resilience responsibilities to the customer.

Inventory those dependencies before migration. Check the database engine features used, SQL Agent jobs or server-level components, cross-database interactions, authentication model, network requirements, driver compatibility and recovery process. A migration should start with a compatibility assessment and a proof of one representative workload, not a blanket promise that every SQL Server application can move unchanged.

Choose single databases or an elastic pool from demand patterns

A single database has its own allocated service objective and resources. That model is easy to reason about when one application has sustained, predictable load. An elastic pool allows multiple databases to share a provisioned resource budget. The pool can be useful for a multi-tenant system in which each customer database peaks at a different time, but it may produce contention if too many databases are busy together.

Measure CPU, data I/O, log I/O, connection patterns and the timing of expensive queries. A group of small databases with staggered workloads may benefit from pooling, while one database that regularly consumes the entire pool budget may need a separate tier. Pooling is not an automatic price reduction; model the shared peak, not merely the total average usage.

In a test environment, compare one database under a steady workload with several databases sharing a pool. Record response time, throughput and resource pressure as demand changes. The correct model is the one that meets application requirements at a defensible operating cost, not the one with the lowest quoted entry price.

Understand vCore and DTU purchasing models

The vCore model expresses compute as virtual cores with associated memory, hardware options and storage choices. It offers clear capacity planning and supports provisioned or eligible serverless compute arrangements. The DTU model packages compute, memory and I/O into bundled units in Basic, Standard and Premium service tiers. Those units are not interchangeable with vCores by a universal conversion formula.

For a modern project, use the vCore model when you need transparent compute sizing, hardware choices, particular performance tiers or Azure Hybrid Benefit eligibility. For an existing database using DTUs successfully, changing models should be justified by measurements and financial comparisons, not by assuming the old model has stopped functioning.

Measure the dimensions that actually limit the application. A database can have idle CPU yet be constrained by I/O, transaction log rate or a poorly chosen query plan. Increasing vCores without investigating those constraints can make costs rise faster than performance.

Match General Purpose, Business Critical and Hyperscale to the workload

Azure SQL Database’s vCore service tiers include General Purpose, Business Critical and Hyperscale. General Purpose is designed for a balanced cost/performance profile; Business Critical emphasizes low I/O latency and high transaction throughput with additional high-availability replicas; Hyperscale separates and scales storage and compute in ways suited to demanding or growing databases and offers configurable read-scale and replica choices.

These are engineering options, not a universal ranking. Business Critical may be appropriate for a latency-sensitive transaction application, but the extra replicas and storage architecture affect price. Hyperscale may fit a workload whose data growth, scale or recovery needs exceed the assumptions of a simpler tier, but the database design, read/write patterns and regional availability must still be evaluated.

Use a workload test rather than a marketing diagram. Record the 95th- and 99th-percentile query latency, sustained write rate, resource saturation, failover behavior and storage growth under realistic traffic. Decide what improvement would justify a more expensive tier before making the change.

Use serverless only when idle periods justify it

Serverless compute can automatically adjust compute allocation to changing demand and bill for the compute used under the applicable pricing model. It is not the same as claiming an ordinary provisioned database scales down to zero when inactive. Serverless capabilities and auto-pause support depend on the service tier and configuration. Microsoft documents General Purpose auto-pause, while Hyperscale auto-pause and auto-resume is a preview capability at this review date.

Intermittently used development, internal or low-volume workloads may benefit from serverless. A production application with constant connections, frequent background jobs or strict first-request latency may not. A paused database may take time to resume, and some configuration or activity can keep the database active when the cost model assumed long idle periods.

Measure the real idle window and normal peak rather than guessing. Include the cost of resumed compute, storage, backup retention and any effect of cold starts. If a database is continuously active in practice, provisioned compute may be easier to price and operate.

Design availability and disaster recovery separately

Azure SQL Database provides platform high availability within its supported service architecture, but automatic in-region failover is not a complete business-continuity plan. Recovery objectives differ: a transient compute incident, accidental data deletion and a regional disaster do not require the same response.

Automated backups enable point-in-time restore. Microsoft’s current documentation says point-in-time retention is seven days by default, with configurable durations that generally range from one to 35 days, subject to tier-specific limits. Long-term retention is configured separately when legal, audit or operational requirements demand backups for longer periods. Do not assume that the existence of automated backups satisfies a ten-year retention policy without a specific LTR configuration.

For regional recovery, assess geo-restore, active geo-replication or failover groups against the required recovery time and acceptable data-loss window. A readable secondary and an automatic failover design answer different needs. Restore a disposable database, measure the actual recovery steps, and check that the application can reconnect and that dependent services remain usable. A backup strategy is only credible after restore testing.

Build identity, network and encryption controls into the database plan

Start with Microsoft Entra authentication where it matches the application and organizational design, then grant the minimum database permissions required. Long-lived broadly privileged SQL logins and secrets embedded in source code create unnecessary exposure. Managed identities and carefully scoped roles can reduce those risks for supported workloads.

Network access is a separate control. Azure SQL Database uses logical-server firewall rules and supports private connectivity designs such as Private Endpoints. A private endpoint helps establish a private route and DNS resolution path, but it does not replace database authorization. Confirm the client’s hostname resolves as designed, the route and security rules allow the connection, and the database principal has only the expected privileges.

Encryption at rest, TLS connections, customer-managed key choices and auditing address different risks. Microsoft provides encryption capabilities, but a regulated workload may require stronger key custody, audit retention and explicit data classification. Test a denied login, a limited application identity, administrative privilege changes and the audit evidence for an important operation. Security controls should be observable, not merely enabled.

Use Query Store and performance evidence before changing tiers

When query latency increases, investigate the workload before scaling compute. Query Store can preserve evidence of query behavior and plan changes, while database performance views show CPU, I/O and other resource consumption. A query whose execution plan regressed can make an otherwise healthy database look underprovisioned.

Azure SQL Database supports automatic-tuning recommendations for certain scenarios, including creating or removing appropriate indexes and correcting regressed query plans. Those capabilities are not a reason to turn off performance review. Review recommendation scope, database settings, Query Store health and the measured effect of any change. A new index can speed up a read query while adding write and storage overhead.

For a useful exercise, introduce a known slow query and record the plan, logical reads, CPU time and response latency. Improve the query or index based on evidence, then compare results under representative concurrency. If resource pressure remains after fixing query inefficiency, a tier or compute change may be justified. Scale because the bottleneck is understood.

Plan migration as a compatibility and recovery exercise

A migration from SQL Server or another data platform involves more than transferring tables. Map dependencies, supported features, compatibility levels, users and identities, application connection strings, jobs, stored procedures, reporting and operations tooling. Choose a movement method based on downtime, consistency, source size and cutover risk.

Rehearse the process with representative data, verify schema and key counts, compare important query results, then measure application behavior. Decide when writes will stop on the old system and how the target state will be validated. If a rollback is needed, understand which system is authoritative and how to handle writes that occurred after cutover; returning a connection string to the old server may not be a safe data-recovery plan.

Include post-migration monitoring in acceptance criteria. A system can pass data validation but perform poorly because query plans, indexing assumptions or latency between app and database changed. Establish an owner for each deviation and keep the migration complete only when the system behaves acceptably under real traffic.

Model cost from the full database lifecycle

Azure SQL costs include compute or DTU allocation, allocated data storage, backup storage beyond applicable allowances, geographic replicas and the operational consequences of high-performance choices. Some workloads may qualify for reserved capacity or Azure Hybrid Benefit, but the exact saving depends on licensing, eligibility and configuration.

Create three cost scenarios: ordinary month, peak month, and recovery month. Model read and write growth, retained data, tier changes, backups, replicas, network transfer and the work needed to maintain the application. Track spending alongside query and reliability metrics; the cheapest monthly line item is not a bargain if it leaves the application unreliable or impossible to restore within its target.

Review the database quarterly or after meaningful product changes. Remove unused resources, reconsider oversized capacity, validate backup retention and test recovery procedures. Revisit Microsoft’s current Azure SQL service-tier, backup and pricing documentation before making production commitments, because hardware options, limits and commercial terms can change.

Use one integrated lab to prove architectural readiness

Build a small application backed by Azure SQL Database. Create a database and an application identity, restrict network access, load realistic records, execute normal queries, configure relevant monitoring, and record a baseline of throughput, latency and cost. Then change one constraint at a time: introduce a slow query, restrict an identity, change the network path, trigger a controlled application failure or practice point-in-time restoration into a new database.

For each change, state the expected result, capture evidence, choose the smallest corrective action and describe the rollback. Compare single database and pooling where appropriate; compare tiers only when a measured requirement justifies it. The result should be a short architecture and operations record that explains workload fit, identity, connectivity, recovery, performance and cost together.

Azure SQL Database removes many traditional database-hosting responsibilities, not the need for database engineering judgment. The strongest design is one in which the team can explain why it chose the service and tier, prove secure access and query performance, and recover safely when either the application or its data changes unexpectedly.

Azure SQL Database is a managed relational database service for applications that need SQL queries, transactions, reliability, backups and security without operating the underlying SQL Server machine.
