They provide stateful packet filtering for inbound and outbound traffic using rule properties such as source, destination, port, protocol, and priority. They are simple enough to learn quickly, but easy to misapply when teams treat them as a complete cloud-security architecture.

NSGs are best understood as one layer in a larger design that includes routing, identity, private connectivity, Azure Firewall or other inspection where required, platform security, application controls, and monitoring. The goal is to give workloads only the network paths they need while keeping the rule set understandable and supportable.

NSGs filter traffic at subnet and network-interface boundaries

Start by documenting the normal policy location for your organization. Some teams prefer subnet-level rules for shared application tiers and use NIC rules only for exceptions. Others use a different standard. Consistency reduces the chance that responders inspect the wrong NSG during an incident.

Remember that an NSG does not create routing. A permitted flow still needs a valid route, reachable destination, and any required load balancer, firewall, or private endpoint configuration. Security and reachability should be troubleshot as separate but connected questions.

Azure lets you associate an NSG with a subnet, a network interface, or both. Rules can allow or deny inbound and outbound traffic based on a five-tuple model: source IP, source port, destination IP, destination port, and protocol.

This makes NSGs useful for coarse and fine segmentation inside a virtual network. A subnet-level NSG can define policy for a workload tier, while a NIC-level NSG can add a narrower rule for a specific virtual machine. The design should remain intentional; stacking rules everywhere can make troubleshooting harder without adding meaningful security.

Rule priority determines which decision wins

Reserve priority ranges for different policy types if your organization manages NSGs at scale. For example, centrally managed guardrails can occupy one range while application-team rules occupy another. A simple convention reduces accidental conflicts and makes reviews faster.

Descriptions should capture business intent, not just the technical tuple. “Allow TCP 443” is less useful than “Allow application gateway to web tier.” Intent survives address and architecture changes better than raw syntax.

NSG rules are evaluated by priority, with lower numeric values processed before higher ones. Once a matching rule is found, evaluation stops. That makes rule ordering a core troubleshooting skill.

A technically correct allow rule can be ineffective if a higher-priority deny rule matches first. Conversely, a broad allow rule placed too early can make later restrictions irrelevant. Review rule order as part of every access change rather than treating each rule in isolation.

NSGs are stateful

Statefulness also affects rule-change behavior. Existing connections can behave differently from new connection attempts after a rule is modified. When testing a security change, use fresh sessions and understand whether the application maintains long-lived connections that can hide the effect temporarily.

Azure NSGs track connection state. If an inbound flow is allowed, the return traffic for that established connection does not require a separate outbound rule for the same session. The same principle applies in the other direction.

This stateful behavior simplifies rule design but can confuse troubleshooting when engineers expect stateless ACL semantics. When analyzing a flow, start with the direction in which the connection is initiated and identify the rule that permits or blocks that initial traffic.

Service tags and application security groups improve maintainability

Service tags should still be used carefully. They simplify Azure-service addressing, but a broad service tag may represent more endpoints than the application truly needs. Use the narrowest supported abstraction that remains maintainable and review the security consequence of allowing an entire service category.

Application security groups work best when membership reflects stable application roles such as web, app, or database tiers. If groups become a substitute for arbitrary exceptions, the policy becomes difficult to reason about.

Hard-coding large address lists into NSG rules becomes difficult to maintain. Azure service tags represent groups of IP prefixes for Azure services, while application security groups let teams group virtual-machine interfaces by application role and use those groups in rules.

These abstractions can make policy more readable. “Web tier may reach app tier on the required port” is easier to maintain than a long list of individual addresses. The principle aligns with broader cloud networking: use stable logical boundaries where possible and keep the packet path easy to explain.

Default rules are not a substitute for workload policy

Broad virtual-network allowances are convenient during early deployment and can become hidden dependencies. Test whether each application tier genuinely needs unrestricted east-west access. Segmentation is most effective when it is based on documented service relationships rather than on the assumption that everything inside the VNet is trusted.

As environments mature, consider whether separate subnets, private endpoints, route controls, or firewall inspection are needed to complement NSGs. The right boundary is an architecture decision, not a rule-count decision.

NSGs include default rules for virtual-network traffic, Azure load balancer traffic, internet access, and baseline denials. Teams should understand those defaults before adding custom rules because they shape what is permitted when no custom rule matches first.

Do not assume “there is an NSG” means the workload is secure. Review whether custom rules actually enforce the intended segmentation and whether broad virtual-network access is appropriate for the environment.

NSGs do not replace Azure Firewall or application security

Application gateways, web application firewalls, private endpoints, DDoS protection, identity controls, and endpoint security may all participate in the same defense-in-depth design. NSGs should be documented as one control in that chain rather than treated as the entire boundary.

Centralized firewalling becomes useful when the organization needs controlled egress, richer logging, application or threat-intelligence capabilities, or a shared inspection point across networks. NSGs remain valuable close to workloads even when a firewall is present because the two controls solve different problems.

NSGs provide basic stateful filtering. They do not provide the same centralized inspection, threat-intelligence, application-level control, or logging model as a firewall platform. Some environments need both.

Likewise, an NSG cannot repair an insecure application, weak identity design, exposed secret, or vulnerable operating system. Network controls reduce reachable attack paths; they do not eliminate the need for defense in depth.

Design rules around required flows

Maintain a flow inventory for important applications. Record source role, destination role, protocol, port, direction, and business purpose. This gives security reviews a baseline and makes it easier to identify rules that are broader than the application requirement.

Temporary exceptions should have owners and expiry dates. Cloud environments accumulate “just for testing” access quickly; without expiration, a temporary rule can become permanent exposure.

A strong rule set begins with an application communication model. Identify which components must initiate traffic to which destinations, on which ports, through which network path. Then write NSG policy around that requirement.

This is safer than opening broad ranges and tightening them later. It also makes change review easier because every rule can be connected to a documented workload dependency. If nobody can explain why a rule exists, it should be investigated.

Troubleshoot from the packet path

Use Azure’s effective-security-rule and network-diagnostic capabilities where appropriate, but validate the result against the architecture. Tool output is most useful when you already know the expected source, destination, route, and policy path.

Keep return routing in mind when appliances, peering, or hybrid connectivity are involved. An NSG can permit the forward flow while asymmetric return traffic fails elsewhere in the network.

When traffic fails, check source and destination addresses, routing, subnet and NIC associations, effective security rules, rule priority, service tags, application security groups, and return-path behavior. Do not assume the NSG is the problem simply because the symptom is connectivity.

Azure administrators preparing for AZ-104 networking benefit from tracing complete flows across routing and security rather than memorizing portal steps. That reasoning transfers directly to production incidents.

Keep NSG policy small, explicit, and reviewable

Review NSG changes after architecture migrations. Moving a service behind a load balancer, private endpoint, firewall, or new subnet can make old rules redundant or dangerously broad. Security policy should follow the current path, not preserve historical connectivity forever.

Separate management access from application access. Administrative protocols should normally come from controlled management paths rather than broad corporate or internet ranges. This makes privileged access easier to monitor and reduces the attack surface of workload interfaces.

Automate review where possible. Infrastructure-as-code and policy tooling can detect broad management ports, missing descriptions, inconsistent priorities, or drift from approved patterns before the change reaches production. Human review then focuses on intent and risk rather than syntax alone.

Cloud environments change quickly. Old rules, temporary exceptions, and copied configurations can accumulate until nobody understands the real access model. Review unused rules, broad sources or destinations, open management ports, and exceptions that were meant to be temporary.

NSGs work best when they express simple segmentation intent. Use them to reduce reachable paths, combine them with identity and higher-layer security controls, and maintain enough documentation that another engineer can explain the effective policy without reverse-engineering hundreds of rules.

Azure Network Security Groups are a foundational traffic-control mechanism inside Azure Virtual Network.
