AGA Certified Government Financial Manager (CGFM): Three Exams Across Government Finance

The Certified Government Financial Manager credential is built specifically for professionals who need to understand how government finance differs from private-sector accounting and management. AGA organizes the CGFM around three comprehensive examinations covering the governmental environment, accounting and budgeting, and financial management and control.

The current examinations reflect government regulations effective as of the beginning of 2024. That dating is important because government finance changes through standards, statutes, budget rules, grant requirements, and control expectations. Candidates should use AGA’s current outlines as the study authority instead of assuming an older government-accounting course still matches the live exams.

The three CGFM exams divide the profession into connected responsibilities

Examination 1: Governmental Environment (GE) establishes the institutional setting in which public money is raised, authorized, spent, reported, and overseen. Candidates need to understand levels of government, legal and regulatory structures, accountability, the budget process, ethics, and the public-purpose context that changes how financial decisions are evaluated.

Examination 2: Governmental Accounting, Financial Reporting and Budgeting (GAFRB) moves into the technical mechanics of accounting, reporting, and budget information. Candidates preparing for Governmental Accounting, Financial Reporting and Budgeting should connect accounting rules to the users and decisions that government reports are meant to support.

Examination 3: Governmental Financial Management and Control (GFMC) focuses more directly on financial management systems, internal control, performance, risk, and the processes used to protect resources and deliver public programs responsibly. It rewards candidates who can connect policy with operations rather than treating controls as isolated forms or approvals.

Government accounting and budgeting need to be studied together

Budget authority, accounting recognition, and financial reporting are related but not identical. A government may legally authorize spending through a budget process while accounting standards determine how the resulting transactions appear in financial statements. Candidates need to understand both perspectives and avoid assuming that a budgetary number and a financial-reporting number answer the same question.

Fund structure, measurement focus, basis of accounting, governmental versus business-type activities, and reporting entity concepts can be difficult because several frameworks operate at once. Study them through examples: identify the transaction, the fund or activity, the relevant accounting basis, the financial statement affected, and the accountability question being answered.

Controls and performance connect finance to public accountability

Government financial management includes safeguarding assets, complying with law and grant requirements, managing cash and debt, overseeing procurement, measuring performance, and ensuring that systems produce reliable information. A control that looks reasonable on paper can still fail if responsibilities are unclear, data is poor, or exceptions are not investigated. Reliable public-sector assurance therefore depends on audit readiness and evidence that shows the control actually operated as intended.

Scenario practice should therefore focus on cause and consequence. If a reconciliation is not performed, what type of error or misuse could remain undetected? If a grant condition is misunderstood, what financial or compliance exposure follows? If performance measures reward the wrong behavior, how could program decisions be distorted?

Build a three-exam preparation sequence

  • Use the GE outline to create the institutional and legal foundation first.
  • For GAFRB, practice classifying transactions and explaining why a reporting treatment applies.
  • For GFMC, link each control or management technique to the risk it is intended to address.
  • Maintain a glossary of government-specific terms that have different meanings in commercial accounting.
  • Recheck AGA’s current outlines before the exam because the organization periodically updates tested requirements.

AGA offers the CGFM exams throughout the year and provides official content outlines, study references, sample questions, and study guides. Candidates should use those sources to define the boundaries of preparation and then add practice that forces them to make decisions rather than only read explanations.

CGFM is strongest when the three domains are integrated

A public-finance professional rarely works in only one of the three examination domains. A budget decision affects accounting and reporting. A control weakness can create reporting errors or compliance failures. A change in the governmental environment can alter how programs are financed and overseen.

That is why the most durable CGFM preparation crosses exam boundaries. Candidates who can explain how legal authority, budgeting, accounting, reporting, control, and performance fit together are better prepared for both the examinations and the management responsibilities the credential is intended to represent.

Government finance has to connect authority, money, and public outcomes

The three CGFM examinations are easier to integrate when candidates ask three questions about every scenario: what authority governs the activity, how is the financial effect recorded and reported, and what controls show that public resources were used as intended? Governmental Environment provides the institutional and legal setting. GAFRB explains budgeting, accounting, and reporting. Governmental Financial Management and Control addresses how organizations manage resources and demonstrate accountability. Real work crosses all three at once.

Budgeting is a good example. A budget is not merely a forecast of revenue and expense. In government it can also be an authorization mechanism, a policy statement, a control boundary, and a public accountability document. Candidates should understand how appropriations, funds, restrictions, timing, and performance expectations influence decisions. The best answer may depend not only on whether money is available, but whether the organization has legal authority to use it for that purpose.

Accounting and reporting should likewise be tied to users. Legislators, managers, oversight bodies, grantors, taxpayers, and creditors can look at the same information for different reasons. A financial manager needs to understand how classifications, measurement, disclosures, and reconciliations support those users without losing sight of the underlying transaction. Memorizing report names is weaker preparation than being able to explain what decision a report helps someone make.

Control topics should be studied through failure modes. Segregation of duties matters because incompatible responsibilities can allow an error or misuse to be created and concealed. Reconciliations matter because differences between independent records can expose missing, duplicate, or incorrect activity. Procurement controls matter because public spending requires both value and compliance. Grant controls matter because the organization may need to prove that restricted funds were used for an allowable purpose.

Current exam content and maintenance rules both need date awareness

AGA’s current three-exam structure remains Governmental Environment; Governmental Accounting, Financial Reporting and Budgeting; and Governmental Financial Management and Control. AGA states that the current examinations reflect government regulations in effect as of the beginning of 2024, following the content-outline update that took effect in September 2024. Candidates should therefore use the current outlines as the exam boundary even when newer developments are relevant to day-to-day work.

Credential maintenance is also changing. In 2026, active CGFMs are still required to renew annually, follow AGA’s Code of Ethics, and complete 80 hours of continuing professional education in each two-year cycle, including four hours of ethics. AGA has announced that cycles beginning on or after January 1, 2027 will require 70 CPE hours instead of 80, and that AGA membership will become a maintenance requirement effective January 1, 2028. Candidates and current holders should distinguish those future changes from the rules that apply to a current 2026 cycle.

That makes continuing professional education part of a longer professional cycle rather than an afterthought. Government accounting standards, grants, technology, cybersecurity, procurement, performance management, and public policy continue evolving. A useful CPE plan should strengthen the areas most relevant to the holder’s actual responsibilities while preserving the broad cross-government perspective the CGFM credential represents.

For exam preparation, mixed scenarios are the best final step. Take a government program or transaction and identify the legal environment, budget effect, accounting treatment, reporting consequence, control risks, evidence, and performance implications. When candidates can move across those layers without losing track of the public purpose, the three examinations stop feeling like unrelated subjects and begin to resemble the integrated work of government financial management.

Public-sector scenarios also require attention to stewardship. A transaction can be recorded correctly and still represent weak management if it violates authority, produces poor value, or lacks evidence that the program achieved its intended purpose. Conversely, a useful program can still create accountability problems if procurement, grant, budget, or reporting requirements are ignored. Candidates should therefore evaluate legality, accounting, control, and performance together rather than assuming that one dimension cancels the others.

Data and technology increasingly cut across all three examinations as well. Financial managers depend on systems that collect, process, secure, and report information, so control design must consider access, interfaces, change, reconciliation, and data quality. The candidate does not need to become a systems engineer, but should be able to recognize when unreliable data or weak system controls undermine a financial conclusion. That perspective helps connect traditional government finance with modern operational risk.

For final review, candidates can create a matrix that places recurring government activities—budgeting, grants, procurement, payroll, capital assets, debt, cash, reporting, and performance measurement—against the three examination perspectives. The exercise quickly shows where the same activity changes meaning depending on whether the question is about authority, accounting, or control. It also highlights weak areas before exam day: if a candidate can explain the journal-entry effect of a transaction but not the legal or control context, the understanding is not yet complete.
